The spinning blade combined with a certain speed will keep it on the surface.
What makes it go on top of the water is the reeling in, which makes the blade spin and the lure rise to the surface. Of course this lure will sink if no action is done. Now let me ask you, do you seriously believe a lure made out of mostly metal and rubber will float? If so, do you believe in the fairytale about the dude that walked on water as well?
